Serigor Inc. offers deliverables-based information technology services (DBITS) through this contract (DIR-CPO-5980) across four awarded technology categories: application development, maintenance and support, technology upgrade, migration and transformation, and enterprise resource planning (ERP); business intelligence, data management, analytics and automation, including data warehousing; IT assessments, planning, independent verification and validation (IV&V), market research, procurement advisory and contract implementation services; and project and program management.
DBITS contracts suit building a new application, modernising a legacy system, or obtaining procurement assistance and IV&V support. Work is solicited through a Statement of Work (SOW), and success is measured against the deliverables the SOW defines.
Please note: this is a services-only contract. No hardware or software products may be sold through a DBITS contract, and no resellers are available under DIR-CPO-5980.

Awarded Technology Categories
Serigor Inc. is awarded in all four DBITS technology categories under this contract. Select a category to see the scope as defined in RFO DIR-CPO-TMP-593.
Category 1 Application Development, Maintenance and Support; Technology Upgrade, Migration and Transformation; ERP
- Application development – building new mainframe, server, network-based or web-based applications, or a combination of these, including interfaces to systems already in place.
- Maintenance and support – troubleshooting, modifying, maintaining, hardening the security of and enhancing legacy systems and applications, including those running in production.
- Upgrade and migration – moving legacy applications onto newer technology, with or without added business functionality, and introducing new technology into the enterprise while managing the resulting change.
- Transformation – assessing the current application portfolio, evaluating technology assets before work begins, and developing the business case. Delivery may cover planning, analysis, requirements development, proof of concept, deployment, implementation, integration, remediation, data migration, documentation, application programming, support services and training. Return on investment, benchmarks and milestones can be built into the engagement.
- Agile delivery – available where the requesting agency defines the sprint schedule, methodology and governance for developing, communicating, implementing, monitoring and approving project phases.
- Also in scope – website content accessibility compliance, cloud transformation, digital transformation, IT organisational transformation and user acceptance testing.
- ERP – integrated back-office systems covering financials, human resources and asset management, typically modular and highly configurable. Engagements often include business process reengineering, system or application changes, implementation, conversion services and training.
Category 2 Business Intelligence, Data Management, Analytics and Automation, including Data Warehousing
- Business intelligence – in-depth analysis and, where needed, data mining of detailed business data so that business users receive meaningful information. May involve an integrated set of operational and decision support applications and databases, using tools built to reach data warehouse content easily.
- Data warehousing – collecting and organising data for analysis, consolidating and reconciling information held across separate business units and IT systems, and giving that information a context for reporting.
- Road mapping – assessment of technology and infrastructure, as-is documentation, business requirements gathering, use case development and reporting requirements analysis.
- Design and build – warehouse architectural design, sourcing, extraction, transformation, loading and analytics; planning, assessment, product installation and tuning; prototype development, deployment, data cleansing, data mart development and support.
- Integration – data migration, integration with data mining, business intelligence tooling and artificial intelligence systems, data scrubbing, data transformation, plus training and knowledge transfer.
- Governance and reporting – data governance planning and implementation, and business analytics and reporting (BAR).
Category 3 IT Assessments, Planning, IV&V, Market Research, Procurement Advisory and Contract Implementation Services
- Assessments and planning – reviews of IT effectiveness, maturity, governance and architecture. Strategic planning may cover mission statement development, visioning, goals, objectives and strategy, and produce actionable plans and roadmaps.
- Workforce analysis – assessment of staff knowledge, skills and abilities, bandwidth, time and motion studies, and succession planning.
- Enterprise and infrastructure reviews – organisational change management, enterprise architecture, cloud assessments and network performance assessments.
- Independent verification and validation – in-depth analysis of a product, service or system for compliance with requirements, together with independent oversight of software or systems development life cycle processes and specifications.
- Market research and procurement advisory – requirements gathering, facilitation, development of scoring and evaluation criteria, negotiation guidance and assistance, and contract transition assistance.
- Commercial support – cost optimisation including software licence cost analysis, financial planning and pricing structures, market reviews and market engagement, transition and implementation assistance, and IT contract management assistance.
Eligibility note: under Texas Government Code § 2155.004, a state agency may not accept a bid or award a contract involving financial participation by anyone the agency paid to help prepare the specifications or solicitation. A contract holder providing procurement advisory services, and its employees who performed that work, are therefore ineligible to respond to the resulting solicitation.
Category 4 Project and Program Management
- Methodology – any or all of the project management processes identified by the Project Management Institute in the current edition of the PMBOK® Guide, including practice guides such as Agile and Managing Change in Organizations.
- Delivery approach – work can run on the customer’s own tools and processes, commercially available off-the-shelf tools, Serigor’s own tools and processes, or the Texas Project Delivery Framework.
- Included services – business case development, statewide impact analysis, cost to benefit analysis, risk assessment, stakeholder management, organisational change management, strategic planning, program assessment, and agile development, training and coaching.

Warranty Policy
Deliverables provided under this contract are subject to the acceptance and warranty terms of the Texas Department of Information Resources (DIR), set out in Appendix A – Standard Contract Terms and Conditions of DBITS Contract DIR-CPO-5980. Warranty periods, acceptance criteria and remedies specific to an engagement are defined in the applicable Statement of Work.
